[owl-s] OWL-S vs. OWL Ontology of Web Services Architecture Concepts

Can anybody clearify this for me and sum it up in one sentence:
What's the difference between OWL-S and 
that so called "Ontology of Web Services Architecture Concepts"
(http://www.w3.org/2004/02/wsa/ from the Web Services Architecture
Working Group)?
Are those concepts adapted by OWL-S?
What about Tool-Support?
