Hopefully, it is a temporary problem of the HTTP service. At least the 
server is replying to a ping. You may want to send an inquiry directly 
to the maintainers of that server (do a whois).

Note that starting from version 3.0, all OWL-S ontologies are part of 
the binary distribution and are loaded by default from local files (this 
can be switched off if needed). However, version 3 and later supports 
OWL-S 1.2 by default.
