[Swoop] Annotea-ted change sets in Swoop!

Annotated change sets are now integrated in Swoop!! What this means is
that you can save an ontology change set along with an annotea
annotation (as an attachment) and post it to the Annotea server.
Someone else can then view your annotation, view the attachment (i.e.
read the change log), select changes to apply and apply them to obtain
a different version of the ontology. All pretty quick and easy..

Test it with koala.owl. Update all annotations on the ontology itself.
Bijan and I have added two different change sets which can be viewed
and applied separately.
 
There's still plenty of improvements to be made to make this scalable
and faster, but the basic functionality is in now..
