[Swoop] Resources for ontology implementation?

Hello. I wonder if other Swoop users have some thoughts about a project I'm
puzzling over.
I'm a sociologist working with www.dataplace.org at the Fannie Mae
Foundation. The site has a wide and growing range of data relevant to the
fields of community development and affordable housing in the U.S. I *think*
we could accomplish some interesting inferencing/reasoning over the
datasets, with OWL. It would also be nice to make our data services visible
on the semantic web.
However, beyond the basic ontology building tutorials, I'm having trouble
finding useful resources describing how to implement ontologies for these
purposes. Any suggestions on where I might look?
